In a statement on the margins of the plenary session, Prime Minister Pahor said that "the key policy question concerning climate negotiations is equity in burden-sharing for sustainable development", adding that "no global issue with proposals for solutions to climate change has ever reached the heads of state and government so quickly".  No nation, culpable or not, has been excluded from this; all are involved to a greater or lesser extent. Further, the European Council met at an extraordinary session and decided to support the new climate agreement.
