Prime Minister's press conference held after the Government's 135th regular session

At its 135th regular session, the Government, alongside other resolutions, adopted the text of the proposed Placement of Children with Special Needs Act and the Act amending the Act on the Acquisition of the Strata Title of a Part of a Building on the Proposal of the Owner and on Determining the Land Belonging Thereto. The responsible minister and the State Secretary presented the details of both laws, and the Prime Minister answered fielded related questions posed by the journalists present.

   

At today's session, the Government defined the wording of the Placement of Children with Special Needs Act, setting out a new procedure for the placement of children with special needs, thereby improving the extent to which the placement of these children is carried out in accordance with their special educational needs. For the first time, the draft Act also includes children with autism among children with special educational needs. It therefore defines three types of additional technical assistance: assistance with overcoming disabilities or disorders, advisory services and educational assistance. The draft Act also provides for offences and related sanctions. The management of the relevant databases is entrusted to the Ministry of Education and Sport, and the institute with responsibilities in this area.  The legal solutions were adopted in order to ensure the conditions necessary for the implementation of an inclusive paradigm for the education of children with special needs.

  

The ministers also adopted amendments to the law regarding the acquisition of the strata title of a part of a building and determining the land belonging thereto. In the event that strata title owners cannot agree on establishing partial ownership (in certain cases it is necessary to ensure the participation of the investor-landowner), every purchaser of a strata-title of a building (apartment) may lodge with the court a proposal for establishing partial ownership under a special statute as well as the procedure for determining the land belonging thereto. The court shall therefore decide in a civil proceedings on the acquisition of partial ownership and determining the land belonging thereto.  At the time the application was lodged and received by the court, the initiation of proceedings had already been recorded in the Land Registry, thereby securing the applicant's sequence order. The adopted amendment removes the barriers encountered by the court during the three-year implementation of this law, in order to facilitate the successful completion of both procedures: the procedure for establishing partial ownership by court order on the proposal of the owner of a part of the building, and the procedure for determining the land belonging thereto.

   

At the press conference held following the Government session, Prime Minister Borut Pahor called upon the trade unions to present their proposals for ensuring the sustainability of the public finances and security to all generations before the referendum to be held on pension reform. If the trade unions are not satisfied with the solutions proposed in the pension reform, and are already announcing a call to renew negotiations after the referendum on Sunday, Prime Minister Pahor believes, 'it would only be fair and just that the trade union leaders tell people what they consider to be a compromise solution before 5 June'. The Prime Minister further stated that there is a considerable difference between the way in which trade unions and the SDS operate, since the latter is aware of its responsibilities and therefore did not propose a referendum, whereas, on the other hand, trade unions are not aware of this responsibility.
