The 13th Ministerial Council meeting of the Organization for Security and Co-operation in Europe (OSCE) is taking place in Ljubljana, Slovenia on 5 and 6 December 2005, at the invitation of the OSCE Chairman-in-Office, Slovenian Foreign Minister Dimitrij Rupel. |

The ministerial was formally open with an address by FM Dimitrij Rupel, the OSCE chairman, followed by addresses by Slovenian President Janez Drnovsek, Slovenian PM Janez Jansa, OSCE Parliamentary Assembly President Alcee L. Hastings and OSCE Secretary General Marc Perrin de Brichambaut.
